March 1 | 8:34 p.m.

Officer Kevin Willis conducted a traffic stop on a white Dodge Charger driven by the suspect at the intersection of Aggie Road and Red Wolf Boulevard for speeding after clocking the vehicle on handheld radar at 60 miles per hour in a posted 45 miles per hour zone.

The suspect said he did not have his driver’s license on him. Willis obtained his full name and date of birth and, after running his information, found his license was suspended.

Willis requested that dispatch run the suspect for local warrants. Dispatch said he had two local warrants out of Lake City and Monette. Willis asked dispatch to check the status of the warrants while he completed the citation. Dispatch later said the warrants were confirmed and instructed that the driver contact each respective department’s warrants division on Monday.

While Willis was completing the citation, another officer arrived on scene to assist. Willis had the assisting officer make contact with the passenger, later identified as the associated person, to determine if she possessed a valid driver’s license. The passenger provided her driver’s license and stated it was valid.

After printing the citation, Willis made contact with the driver and told him that his driver’s license was suspended. Willis explained the citation and told him that he would not be allowed to drive the vehicle. Willis told him he and the passenger would need to switch places.

Willis collected the associated person’s driver’s license and returned to his patrol unit to run her information. Her license returned valid with no warrants. 

Willis returned her driver’s license and released the vehicle to her. The driver was released on own recognizance and a citation with a court date, and advised he was not to operate a motor vehicle until his driver’s license was reinstated.

March 1 | 3:05 a.m.

Sergeant Jeremy Oswalt was dispatched to Red Wolf Den in reference to an individual being found unconscious on the bathroom floor.

Upon arrival, Oswalt spoke to the caller, who said he had gotten out of bed to use the restroom when he found his roommate, the victim, lying on the bathroom floor and appeared to be gasping for air. The roommate woke up the victim, who walked himself to the living room and lay down on the couch. The roommate then called 9-1-1 for assistance.

The victim appeared to be coherent and showed no signs of intoxication. The victim denied having any prior medical issues and said this had never happened to him before.

Upon the arrival of Medic One, they assessed the victim. However, the victim refused to be transported to the hospital for further evaluation.

Oswalt told the victim and the roommate if any other issues arise, to call back 9-1-1.

Feb. 27 | 8:27 p.m.

Sergeant Jeremy Oswalt was dispatched to The Village apartments in reference to an aggravated domestic assault involving a vehicle. 

Prior to Oswalt’s arrival, officers Rio Lingenfelter and Marcus Caskey had already arrived on scene and had two individuals in custody, later identified as Suspect One and Victim Two.

Oswalt then spoke to Officer Robert Kary, who witnessed the incident and called it into dispatch. Officer Kary said he and an off-duty Pine Bluff Police Department Officer, Witness One, were in Officer Kary’s apartment when they noticed a white Kia being driven by Suspect One attempting to run over Victim Two. At this time, Officer Kary and Officer Horton stopped the altercation and called into dispatch. 

Officer Horton recounted the same encounter that Officer Kary had described. 

At this time, Oswalt instructed Officer Lingenfelter and Officer Caskey to transport Suspect One and Victim Two to the University Police Department to be interviewed. Oswalt then had Suspect One’s vehicle towed by N.E.A.T.S. towing. 

Suspect One said she and Victim Two got into a verbal altercation because she was under the assumption that she was bringing Victim Two onto campus to drop him off at a friend’s house. 

However, she discovered he was going to see another female. 

During the altercation Victim Two threw a cup of water onto Suspect One , at which time she made him get out of her vehicle. Suspect One said once Victim Two was out of her vehicle she put her vehicle in reverse and acted like she was going to run him over.

Suspect One said she was in control of her vehicle and that she was only trying to scare Victim Two and that she would not have hit him. 

Oswalt then spoke to Victim Two, who said he and Suspect One got into a verbal altercation because another female had sent him a text wanting to see him. He said during the altercation, Suspect One attempted to throw a cup of water on him, which he knocked out of her hand, causing the water to go onto her. 

Victim Two said Suspect One then made him get out of her vehicle, at which time she attempted to strike him with the vehicle, but was unsuccessful. 

At this time, Suspect One was arrested for aggravated assault on a family or household member. Officer Lingenfelter then transported the arrestee to Craighead County Detention Center.

The arrestee was also banned from the Arkansas State University campus.

Upon review of A-State security cameras, Oswalt was able to observe the arrestee’s vehicle stop in the middle of the roadway in front of the village at 6:17 p.m. At approximately 6:24 p.m., Victim Two exited the vehicle and walked behind it. At this time, the arrestee put the vehicle in reverse and backed up in an attempt to hit Victim Two, causing him to run to avoid being hit.

At 6:25 p.m., the vehicle is seen pulling into the parking lot of The Village and leaves the view of the camera. At 6:27 p.m., Officer Kary and Officer Horton were seen crossing the street towards where the vehicle was last seen on camera.
